Strategic Advocacy Management (SAM) Project

Project Mission

The Strategic Advocacy Management (SAM) project is designed primarily to support implementation of the national family life and HIV/AIDS education (FLHE) curriculum by improving the institutional, managerial and technical capacity of the NGOs, government institutions and CBOs engaged in sexuality education programs at the national level and in the six priority states of The John D. and Catherine T. MacArthur Foundation (MF). 
The number of organizations implementing sexual and reproductive health and (SRHR) advocacy programs has been increasing and many are gaining strength. However, as developing institutions, these organizations (governmental and non-governmental) need considerable support and assistance to build and strengthen their overall management abilities, in addition to technical capabilities. 
SRHR advocacy activities, with multiple messages and channels addressed to diverse audiences, need to become more strategic and coordinated in order to be more effective in widening and strengthening support for SRH and rights while remaining sensitive to the specific needs of targeted audiences. Addressing these institutional, management and technical capacity development needs is critical for achieving Nigeria's ICPD goals related to sexuality education and SRHR. 
The SAM project is designed to address these challenges particularly in relation to implementation of the national FLHE curriculum. 
Beneficiary Groups 
The SAM Project aims to benefit primarily NGOs and government agencies working on implementation of the national FLHE curriculum in the focus states of the MacArthur Foundation (Borno, Cross River, Enugu, Kano, Lagos and Plateau), especially those working with: 
Adolescents and young people in school 
Parents and teachers, and parent-teacher organizations 
Traditional leaders and organizations 
Religious leaders and faith-based organizations 
Ministries of education and other relevant government educational institutions 
The media 
Academia and research institutions 
These (foregoing) organizations and entities may also work directly with MSA to access SAM Project resources .
SRHR organizations, civil society organizations, and other community groups engaged in family life education advocacy may also be assisted by the SAM Project with respect to development of their capacity to manage coordinated advocacy programs. 
Project Objectives
1. Promoting an enabling environment for implementing the national family life and HIV/AIDS education curriculum as an integral part of the school curriculum.
2. Improving the technical and managerial capacity of MacArthur grantees working on SE/SRH, to better support advocacy for implementation of the FLHE curriculum.
3. Building synergy between advocacy efforts on SE and maternal mortality reduction (MMR), among the implementing grantees.

If the SAM Project cannot meet your needs, our staff will suggest alternative sources of assistance and how to approach them. 
Once agreement has been reached on the assistance or service to be provided by the SAM Project, we need you to submit a formal (written) request, to enable our action to begin. 
If we are able to meet your need, we will prepare the scope of work (terms of reference) for the assignment, for your approval. This will become the basis for monitoring progress of the assistance and eventually evaluating it. 
If an alternative source of assistance is to be used, our staff can assist you to contact such sources, and to prepare the scope of work for the required assistance.
