Organisation Effectiveness (OE) Project

Project mission

The RH Organization Effectiveness Project (RHOE) is designed to improve the institutional and management capacity of organizations engaged in sexual and reproductive health and rights (SRHR) programs, including HIV/AIDS prevention, focusing on those supported by The David and Lucile Packard Foundation in Nigeria. 
The project supports the Government of Nigeria's policy to slow the country's population growth by increasing the effectiveness of organizations in developing, implementing and evaluating SRHR programs. To this end, the project seeks to strengthen the local (Nigerian) capacity for management development, and for training and technical assistance tailored to the circumstances and needs of SRHR organizations/programs. 
The RHOE project provides assistance for developing leaders at all levels, defining governance and management structures in line with strategic goals and objectives, establishing or improving management and financial accounting systems, defining clear roles and responsibilities at all levels, creating and nurturing work teams, and for developing and applying systems for forward and work planning. By addressing these management development challenges, the RHOE project aims to enhance the overall capacity of SRHR organizations to achieve organizational effectiveness and sustainable impact. 
Beneficiary Groups 
The RHOE Project aims to benefit primarily NGOs and private sector entities working on broad SRHR and HIV/AIDS education and service programs in the north, where the need is greatest, with a focus on grantees and sub-grantees of the Packard Foundation, especially: 
Youth-run and youth serving organizations 
Women's reproductive rights organizations 
NGOs/CBOs working with traditional and religious leaders on SRHR issues 
Faith-based organizations implementing SRHR programs 
Media organizations interested in SRHR program implementation 
Tertiary educational institutions 
These (foregoing) organizations and entities may work directly with MSA to access and utilize RHOE Project resources 
Private sector organizations (private health providers, corporate bodies, business and industry), civil society organizations, and other community groups interested in introduce or strengthen the SRHR components of their activities may also be assisted by the RHOE Project.

1. To increase the program effectiveness of PF-supported organizations 
2. To improve the institutional capacity of PF supported organizations to manage their SRH programs at all levels
3. To deliver a wide range of quality management development assistance and services of use and responding to need.

Areas of Assistance
The staff and technical associates of the RHOE Project can provide advice, guidance, and technical assistance and support in the following areas: 
Strategic review/planning (covering overall organization or specific areas, such as service delivery, advocacy and IEC/BCC, and youth-friendly services) 
Development of departmental/unit roles and responsibilities and individual job descriptions, to align them with strategic goals and objectives 
Interpersonal communication, coordination and team building 
Management information and evaluation systems, including collection and utilization of data for decision making 
Coordination, collaboration and partnership development 
Set-up of accounting and financial management systems, including application of computer software and preparation of multiple reports to donors 
Training in leadership skills and management development (with emphasis on second and third-levels of leaders and managers) 
How to access Services
Nigerian grantee organizations of Packard Foundation and their local affiliates or sub-grantees implementing Packard-supported activities in the north are automatically eligible. Other Packard grantees and SRHR organizations may be considered. Whatever your situation:

If the RHOE Project cannot meet your needs, our staff will suggest alternative sources of assistance and how to approach them. 
Once agreement has been reached on the assistance or service to be provided by the RHOE Project, we need you to submit a formal (written) request, to enable our action to begin. 
If we are able to meet your need, we will prepare the scope of work (terms of reference) for the assignment, for your approval. This will become the basis for monitoring progress of the assistance and eventually evaluating it. 
If an alternative source of assistance is to be used, our staff can assist you to contact such sources, and to prepare the scope of work for the required assistance.
